The study said "Washington is so good at so many things in this field that it sometimes seems to be playing in a different league from the other 49 states." The author also wrote, "Strategic planning has been top-drawer and it is getting better." Washington tied with two other states for the highest overall grade for government management, earning an A- for its combined performance in the categories of Financial Management, Capital Management, Human Resources, Managing for Results and Information Technology. |
